drx参数应该是由NAS通知给MME，然后MME再用paging通知eNB。我的疑问是drx参数像DRX cycle length等，NAS是如何得到的呢？

我想你说的是IDLE下的DRX，这个可以参考下36.304.
主要原理就是根据IMSI和SIB2中的几个参数(T, nB)，得到PF和PO. 只需带特定的PO上监听Paging就可以了。
如果你说的是连接状态下的DRX，好像和NAS没什么关系，只是MAC层的行为，当然需要RRC配置几个定时器，根据重传新传开关定时器就行了。。。

谢谢你的解释。
对的，我说的是IDLE下的DRX。
在24.301协议中有下面的描述，ATTACH REQUEST/TAU会通知NW一个DRX parameter。这个DRX parameter应该是 UE specific DRX parameter吧，我的疑问是UE是如何定义这些参数的，应该不是从SIB中获得的吧？

If UE supports A/Gb mode or Iu mode or if the UE wants to indicate its UE specific DRX parameter to the network, the
UE shall include the UE specific DRX parameter in the DRX parameter IE in the ATTACH REQUEST message.

If the UE specific DRX parameter was included in the DRX Parameter IE in the ATTACH REQUEST message, the
MME shall replace any stored UE specific DRX parameter with the received parameter and use it for the downlink
transfer of signalling and user data.

恩，大概看了下协议，我的理解是IUmode和S1mode的情况下UE可以自己定义DRX参数，如果UE自己定义了，网络侧应该在制定的DRX周期发送PAGING。
至于为什么要配置这个DRX参数，应该是根据协议中的这句话：
The MS shall also indicate within the DRX parameters whether it supports the split pg cycle option on CCCH. The optional support of the split pg cycle on CCCH by the network is indicated in SI13 or PSI1. Split pg cycle on CCCH is applied by both the network and the MS when the split pg cycle option is supported by both。

你这段话是哪个协议中的呀？我在304和301中没有找到。
UE依据什么来自己决定DRX参数呢？

24008，DRX parameter这个IE就是从24008中继承过来的。

对，是这样的。我估计，UE一般应该不什么去设置这个参数，由NW去指定吧。
