UE如何判决是基于实际传输还是参考格式？协议上描述如下：“A UEdetermines whether a power headroom report for an activated serving cell [11,TS 38.321] is based on an actual transmission or a reference format based onthe higher layer signalling of configured grant and periodic/semi-persistentsounding reference signal transmissions and downlink control information the UEreceived until and including the PDCCH monitoring occasion where the UE detectsthe first DCI format 0_0 or DCI format 0_1 scheduling an initial transmissionof a transport block since a power headroom report was triggered if the powerheadroom report is reported on a PUSCH triggered by the first DCI.”

我对这段的理解是这样的：“从触发PHR上报到收到第一个调度pusch的dci为止”，如果是这样的话，那岂不是总是调度pusch，总是要基于实际传输？哪个大神给解释下，谢谢
