移动通信中终端(UE)对服务小区和邻小区的无线信号测量对确定系统健康状况、保持其移动性及网络决策都非常重要;网络根据终端的测量报告分配管理资源并最终实现服务质量。 
 
一、无线测量由终端设备(UE)和网络(gNB)共同进行;通常终端设备(UE)测量下行链路信号,网络(个NB)测量上行链路信号。终端(UE)也可以测量其他终端设备(UE)发送的上行链路信号。  
 
二、测量报告 终端设备(UE)根据网络配置对下行链路和其他终端设备(UE)的上行链路信号进行测量,在满足设定条件时向网络侧报告;这些报告主要用于: 
 
切换优化:确保在当前连接质量下降时,将UE切换到不同小区或频率,从而保持稳定和不间断的服务。 资源管理:在必要时触发测量和移动程序,从而有效管理无线资源,减少不必要信令和网络负载。 无缝连接:实现不同小区和频率之间平稳无缝转换,在移动过程中提供一致用户体验。 网络效率:根据实时无线条件和用户设备功能做出智能决策,优化网络性能。
