基站是在什么时候给UE分配S-TMSI的，至少应该在随机接入之前

IMSI是存在SIM卡里的，但是S-TMSI是由基站分配的，就是想知道在什么时候分配的

什么是S-TMSI，听过TMSI和P-TMSI.从没听过这个

For paging purposes, the mobile is paged with the S-TMSI. The S-TMSI shall be constructed from the MMEC and the M-TMSI S-Temporary Mobile Subscriber Identity
在随机接入消息3中也会使用到S-TMSI，其实是S-TMSI就是GUTI的一部分，问题也可以是“基站是在什么时候给UE分配GUTI的”

The GUTI is assigned during the Attach procedure  有了GUTI 就知道了S-TMSI，MME是在基站RRC接收到来自UE得建立请求之后想UE分配了GUTI，而随机接入时MSG3需要用到的可以是S-TMSI，或者IMSI
