In LTE, Paging had performed roughly 3 main things as follows.
1. Triggering RRC Setup
2. System Information Modification
3. PWS/ETWS notification

In NR, Paging functions mostly for Triggering RRC Setup (RRC Request and RRC Connection Resumption).

System Information Modification and PWS/ETWS notification is done by DCI 1_0 with P_RNTI and corresponding PDSCH.
