QCI表格中packet delay budget 都很大，啥意思？  3GPP中规定：The Packet Delay Budget (PDB) defines an upper bound for the time that a packet may be delayed between the UE and the PCEF. 时延是不是太大了？
LTE  control plane 时延<10MS ,  用户面时延< 5MS..
请高手解释一下。
