Carrier Aggregation-Aware IFLB OperationThe Carrier Aggregation-Aware [url=]IFLB[/url] feature is based on the Inter-frequency Load Balancing feature. The purpose is to improve load balancing by taking CA-capable [url=]UEs[/url] into account. Carrier Aggregation-Aware [url=]IFLB[/url] has two main functions:
  • [url=]CATR[/url]During Initial Context Setup, a [url=]UE[/url] is evaluated for its [url=]CA[/url] utilization potential in the source cell and the available load balancing target cells. The evaluation for each cell is done based on certain criteria as described in Section  2.3.1. If a better target cell is found, the [url=]UE[/url] is configured to measure the corresponding frequency.
  • Extended criteria for [url=]UE[/url] selection during Inter-frequency Load BalancingDuring Inter-frequency Load Balancing [url=]UE[/url] selection, as described in Inter-Frequency Load Balancing, criteria are evaluated to choose a certain [url=]UE[/url] for load balancing. The Carrier Aggregation-Aware [url=]IFLB[/url] feature is part of this evaluation. Its purpose is to make sure that a CA-capable [url=]UE[/url] is only subject to load balancing if a target cell with better aggregated subscription capacity is found.

Figure 1 describes the principal [url=]UE[/url] movement due to load balancing and CA-Aware [url=]IFLB[/url], which is achieved using the following principles:
  • The feature orders the CA-capable [url=]UEs[/url] to hand over after initial context setup ([url=]CATR[/url]).
  • The feature load balances the CA-capable [url=]UEs[/url] to CA-capable cells.
  • Load balancing is possible in both directions between all cells, but CA-Aware [url=]IFLB[/url] only happens if the [url=]CA[/url] utilization potential for the [url=]UE[/url] increases.
