So the capability of site-1 (3 cell) is 3*328=984 subs
Here's the example to get the idea of Erlang:
In average, every guest will spend 0.025 hour in using 1 table every hour, and totally, you have 8.2 tables in your restaurant. So in 1 hour, there would be 328 (8.2/0.025) guests in your restaurant, if every table was in used without interrupted.
The parameter 0.025 was coming from the statistics. And when your restaurant is as big as 14 TCH channel (just like the area of your restaurant hall is 16 square meter in that 2 square meters must be used for the column, so only the 14 can be used for setting your tables), the only 8.2 tables can be set in your hall. And for your little 16 channels area of the hall in your restaurant, so your restaurant is just a 2 TRX/sector (2 grade restaurant). And in the site-1 (town) you have 3 restaurants (sectors) in same grade.
