求教：CDMA系统中SID/NID和基站识别码Cell Identifier 的一些问题

根据CDMA的A口规范，CELL ID这个参数是这样定义的：

0000 0000a	The whole Cell Global Identification (CGI) is used to identify the cell.
0000 0001	Location Area Code (LAC) and Cell Identity (CI) are used to identify the cell.
0000 0010	Cell Identity (CI) is used to identify the cell.
0000 0011	No cell is associated with the transaction.
0000 0100b	Location Area Identificationc (LAI) is used to identify all cells within a location area.
0000 0101	Location Area Code (LAC) is used to identify all cells within a location area.
0000 0110b	All cells on the BS are identified.
0000 0111a	IS-41 whole Cell Global Identification (ICGI) is used to identify the cell.
0000 1000a	The Enhanced whole Cell Global Identification (ECGI) is used to identify the cell

我找了以前跟下来的A口消息，发现我这边网络该值是0000 0101，也就是说用来表示位置信息的是LAC


问题：LAI里包含MCC（国家码）和MNC（网络码），而LAC并不包含MCC/MNC，也就是LAC里面不能提供代表该网络在全球唯一的识别码，那么空口消息中只剩下SID/NID能标示网络了，请问SID/NID组合能否在全球唯一标示一家网络呢？


另外我刚才试了一下用台湾APTG的卡在本地开机，手机上并没有显示“中国联通”字样，这是不是意味着C网和G网不同，G网SIM卡中包含MCC/MNC<—>运营商名称的对应表因而能显示服务运营商名称，而C网是根据终端里的PRL列表选择服务运营商，因此它没有必要获得MCC+MNC数据，也没有必要拥有一张像G网SIM卡中的对应表，只需要判别SID/NID，非本地SID即处于漫游状态，符合PRL即选择该网络，而无需知道该运营商的名称。不知我的猜测是否正确？
