DPA连续调度要求使用相同的SCCH，而UPA连续调度却不要求相同的EAGCH，why？

Holma的书里有这么一段。

Sec. 12.5.4,  Holma "WCDMA for UMTS" 4th edn.


If the network continues to transmit data for the same terminal in consecutive TTIs, then
the terminal will stay on the same HS-SCCH that was used during the previous TTI.

这样做可以说是为了UE省电，在连续调度时只需要解码一条SCCH。但是HSUPA就不需要这么干，这是为什么呢？
