几种情况:
A UE in RRC_CONNECTED state,但是未上行同步,需要发送上行数据和控制消息;
A UE in RRC_CONNECTED state,但是未上行同步,需收新的下行数据,然后发送ACK/NACK resp.
A UE in RRC_CONNECTED state,基站切换
