1. Network plan and optimization consultant 1.1 Vendor responsibilities
1.1.1 RF Consultant will report directly to the Huawei project manager
1.1.2 RF Consultant will work closely with Huawei project team and RF team on issues related to the Network Planning and optimization, and will, when required, assist project members in meetings with the Client on Network planning and Optimization issues.
1.1.3 RF Consultant will propose and assist the Huawei project team and RF team in establishing systems and processes to monitor Client activities that may have impact on the progress and implementation of the project and which may give cause for possible claims from Huawei for time delays, extra costs, variation orders, and similar.
1.1.4 RF Consultant will similarly propose and assist the Huawei project team and RF team in setting up systems and processes to monitor Huawei’s own activities to avoid claims against Huawei.
1.1.5 The project language is English. Huawei will provide all documentation in English, or accompanied with a translation into English as necessary. All documents and reports prepared by the RF Consultant will be in English; Huawei will provide translation into other languages as and when required.
1.1.6 Huawei will provide local legal support and technical support as and when required. 1.2 Deliverables
1.2.1 Accountable for Network Solution including Radio Planning (RP) and Radio Optimization (RO), with improved coverage, capacity and quality of the entire project.
1.2.2 Project rollout and RF Planning (include trial, test and commercial project)，responsible for network and RF planning, and execute the planning tasks within schedule:
● Check or perform technical site survey (TSS)
● Produce or check parameters for site commissioning and integration.
● Maintain (interim) site database.
● Report roll-out status on region level to management.
● Assist on customer demands or questions.
● Assist and supervise outsourced tasks and personnel.
1.2.3 Responsible for an RF optimized network solution based on client requirements & specifications
● Responsible for clutter optimization
● Optimization test route, plan and test methodology definition
● Optimization test schedule definition
● Drive test performing or supervising DT by 3rd party
● Drive test data post-processing and generate change order of parameter and hardware
● Producing optimization report before & after clutter and network optimization.
● Performing acceptance definition and acceptance test and producing acceptance report.
● Assist and supervise outsourced tasks and personnel.
1.2.4 Responsible for KPI and Service optimized solution based on client requirements & specifications
● Assist and supervise outsourced tasks and personnel.
● The main interface in front of customers about all technical aspects, including network performance audit, optimization strategy design, parameter management, capacity management, complaint handling, worst cell analysis, KQI optimization and feature introduction and so on.
● Response for related technical issue collection and follow up. Can E2E handle an issue from open to close within SLA.
● Communicate and clarify technical question, requirement and issue with customers. Prepare and present the clarification document. Can convince customers from technical level.
● Support other team members about troubleshooting for technical difficulties.
● Provide technical guide and training to other team members.
1.3 Reporting
1.3.1 RF Consultant will provide weekly report on contract issues and potential risks. The report will include suggestions for actions by Huawei project team to minimize contractual impact on Huawei as relevant.
1.3.2 RF Consultant will prepare weekly reports on Claims and Counter Claims, summarizing the alleged violations, the relevant contract clauses, basis for claim, supporting documents, related evidence and status of claim.
1.3.3 RF Consultant will prepare contract variation reports describing events, basis for variation, evidence, duration of change and the impact caused (time extension, extra cost, etc.)
